[hpsdr] FAQ input for Ozy/Janus software download

I discovered that PowerSDR 1.6 (modified) requires .NET V1. At the same 
time Ozyinit.bat requires .NET V2.

Both V1 and V2 of .NET seem to co-reside with no untoward effects on the 
same machine. I suggest this information is inserted into the 
documentation as pre-requisites. Also to guard against  Microsoft deleting 
the URL to V1 or dropping V1 or making it difficult to locate, I would 
suggest placing both of the required .NET framework installers into the 
HPSDR download area. Most people have V2 already installed (by some other 
application) , but V1 was certainly not on any of my machines.

Unless .NET V1 is installed then PowerSDR (modified) will not run and does 
not provide a user friendly error message. (which puzzled me initially).

Once .NET V1 is installed then PowerSDR.exe will run OK without the need 
to run the installer so the files provided (without an installer) are 
adequate. The setup wizard is still available from the PowerSDR menu.

Works a treat.
