[hpsdr] Can't run program PowerSDR.exe

Hi Geoff,

This does not surprise me --  My AthlonXP 2100+ 
ran out of gas with Win2k and its bolt on USB 2 
stack.  Things work much better on same machine 
with Windows XP -- they USB 2 stack in Win 2k is 
really useless from a performance point of view.
