[hpsdr] Admin: scheduled downtime for discussion list

Our hosting provider has informed me that the server running discussion 
lists will be offline for possibly 2 hours in order to facilitate an 
upgrade.

The presently scheduled time is MONDAY, Sept. 10, starting around 2100 
GMT (that's 5pm EDT, 4pm CDT, etc.). The date and time is subject to 
change and if a change is announced, I'll forward it to the list.

During this period, the discussion list will not be available, but 
messages sent to the list during this time will be queued and not lost 
(so they say ;-). Just don't panic when a message you send doesn't get 
sent to the list right away.

Other news: this evening, we reached 700 subscribers to our HPSDR 
Discussion List and now have 121 on our "announce-only" list.  This is 
despite a few list subscribers being dropped due to bounces from their 
ISP email providers.
