[hpsdr] initozy problem

Hi Bill,
thanks for the quick reply -- this is a TAPR built board.
ID's are: USB\VID_04B4&PID_8613\5&9345ECD&0&2
I'll try what you report below, and follow up. I kinda thought the device
ID's were weird.....
