[hpsdr] Power Supply for Mercury

Hi Tim,

I tested a Pico PSU with  Mercury at  DCC this year. Not good I'm afraid - 
lots of spurs on 160 and 80m, looked clean on the higher bands.  Looks like 
a low noise linear or switcher is required.
