[hpsdr] Mercury Update

All,

Thanks to all the folks that have given me feedback on Mercury V2. A few things to tidy up and we will then start the Stage 2 beta testers off. There is no need to email me re taking part in the beta testing - you decide if it something you want to try once the details are released.

For those running the original Mercury code (i.e. as the board was sent from TAPR) keep the sampling rate at 192kHz for now or you will see alias signals on the bandscope.  With Mercury V2 FPGA code installed we support  48/96/192kHz sampling speeds.
