[hpsdr] Penelope output level?

Hi David,

The power output meter does not work yet in PowerSDR - we need to read 
the ADC value from Penelope to do this - it's on the todo list.

Set your PA gain on a per-band like this - set drive to max and then 
adjust the band gain to give 0.5w out when in Tune.

The PEP  output will be a bit higher when using speech and the 
processors are on but the ALC in Penny will take care of this. The 
higher PEP is a PowerSDR feature that needs looking at.
