[hpsdr] si570

[Phil Harman]

I've been using Bill's code to set up the Si570 2nd Local Oscillator 
(1126MHz) on Cyclops from Ozy. It works fine and I just call his 
Ozy-Si570.exe file within  the initozy11.bat like this:

Ozy-Si570 1126

A really neat way of controlling the Si570 via the I2C faciltiy on 
Ozy/Atlas.
