[hpsdr] OZY/Janus/Penny on Vista

I've not got a Vista machine so it's a little tough to debug what the 
issue is.   I don't know how well  libusb is working on Vista (I've 
seen mixed reports on the net) and that is what we use to talk to Ozy.

If you look at what initozy11.bat does, it first loads the FX2, 
sleeps a bit, and then loads the FPGA sleeps some more .  Can you 
tell if the FX2 loaded successfully?  Does the PC make the little new 
USB device sound after the FX2 is loaded?   You can put 'pause' 
statements into initozy11.bat to see it if it scrolls by too 
fast.   Does upload_fpgaV11.exe produce any output before crashing?
