TAPR hopes that the letter below helps clarify the relationship between TAPR and the HPSDR Community.  We welcome any disucssion you would like to have on the HPSDR list.

To the HPSDR Community, 

The HPSDR project continues to grow and mature.  The TAPR Board of Directors would like to clarify the relationship between TAPR and the HPSDR Community.

TAPR Mission
-------------------
TAPR is a community that provides leadership and resources to radio amateurs for the purpose of advancing the radio art.  TAPR is a membership supported amateur radio research and development organization.

The HPSDR Community
-------------------
The HPSDR Community consists of volunteers working on associated projects to develop a high performance SDR.  The community discusses and develops the projects and submits the design to the community for peer review.

HPSDR Development
-------------------
Development of an HPSDR project is led by the project leader and the members of the team.

TAPR Manufacturing
-------------------
TAPR has been selling ATLAS kits and has manufactured the OZY and JANUS boards.  PENELOPE is the latest project that is just now going into manufacture.  TAPR is funding the Mercury development effort, currently in progress.

Manufacturing an HPSDR project is a major undertaking.  TAPR is happy to consider project proposals for funding and manufacture, provided the project has been thoroughly peer reviewed by the HPSDR community and a written proposal is submitted to the TAPR Board of Directors.  The written proposal should clearly outline the project schedule and associated costs.  TAPR is working on a project proposal outline and will post it to the TAPR web site soon.

The HPSDR and TAPR Relationship

TAPR is happy to support HPSDR and believes that it is a wonderful project that deserves the support of the TAPR Community (which has much the same goals as the HPSDR community).  TAPR considers the HPSDR community an independent entity that conducts its own affairs.

Please keep in mind that TAPR is run by volunteers and has limited resources.  TAPR simply cannot take on all projects.  Therefore, the designs that are more thought out, prototyped, vetted and peer reviewed will stand the best chance of funding and manufacture by TAPR.  The ultimate goal we hope for both communities is advancing the radio art.
