[hpsdr] Penelope Manual Available

Hi guys,

The new Penelope manual is now available on the HPSDR Wiki, on the Documentation page < http://hpsdr.org/wiki/index.php?title=DOC >

The manual describes Penelope's connectors and pin-outs, which jumpers to set, where to get the correct version of PowerSDR and how to set up PowerSDR to activate Penelope.

As always, comments are appreciated.
