[hpsdr] Penelope Manual Revised

Hi all,

Please note that the Penelope manual has been revised, thanks to comments from several users. The revisions include an error in the DB-25 pin-outs for analog ground: pin 7 needs to be pin 17.

Also, it turns out that the current PowerSDR version for Penelope contains a bug, that when clicking start will immediately keep Penelope stuck in transmit for voice modes. A work-around to avoid this is described in the added appendix.
