[hpsdr] TR keying - Penelope - CW output

Does pin 25 of the 25 pin connector need to be connected to the source
voltage that is required
by the device you are keying from pin 9 of the connector?  I have the
transmitter working well,
but have found that I hear distortion on the output when running more than
0.1 watts on CW.  Anyone
else having this problem running over 01 watts with the unit (50 ohm dummy
load)?  FM & AM 
sound great, and SSB sounds great at low power.
