[hpsdr] Ozy FPGA Code

To load the Ozy FPGA use:

upload_FPGAV1.1 0xfffe 0x0007 rbf_file_to_load

This assumes the FX2 firmware has been loaded via:

load_firmwareV1.1 0xfffe 0x0007 ozyfw-sdr1k.hex

The PowerSDR code will call initozy11.bat to do these things when it 
detects an FX2 w/o firmware it recognizes.
