[hpsdr] HPSDR / PowerSDR hardware selection

I upgraded my laptop with Pentium M 1.5 GHz to 2GB RAM from 0.5,
and to 7200 RPM 100 GB Hitachi HDD from 5400 RPM 80 GB.

CPU load dropped in half, HDD access time dropped noticeably.
I could load more instances of more programs while doing significant 
time critical processing, watching on external monitor either
a) DVD movie or
b) OnAir.com test simulation of their USB ATSC HDTV tuner (a commercial 
SDR I suppose).

Even with increased multitasking loading, response was quicker, and
With no dropouts, whereas before I would get dropped frames and have to 
unload programs.  A very big change.

PS.  Sorry for being too slow to yet report performance of software for
Penelope & OJ, much less Winrad.
