[hpsdr] Minimum requiered PC Specs. to run PowerSDR.

Hi Kjell,
I have a development model Mercury running, and I find that my Toshiba
Tecra M3 laptop is almost enough. I am able to run Penny + Merc, but
there is the occasional glitch in the audio, both on Rx and Tx. I would
say that my PC is the minimum you require.
