[hpsdr] Data transmission functionality

Hi,

You may connect any soundcard based digital mode program or modem through
the HPSDR console which is currently PowerSDR. Since there are big number of
digital modes including digital voice modes in HAMing which are third parties
works in progress I personally see no need to integrate them into console.
