[hpsdr] Data transmission functionality

If you're interested in experimentation, you can't do better than GNU Radio:

If you have multiple soundcards you can easily kludge up an analog patch
between GNU Radio processes and other software, simply to get off the ground
quickly.

We are currently working on seamless interoperability between GNU Radio and
DttSP
<http://dttsp.org> and <https://www.CGRAN.org>. Many of the conventional and
new digital regimes are already represented in the GNU Radio codebase. GNU
Radio is a natrual partner for supplying the DSP components absent from
DttSP.

Along the same lines, there are alternate UI applications (java-sdr and
sdr-shell) running on Linux and Mac OS X, which should be capable of
handling HPSDR without major surgery, if somebody wants to undertake the
modifications.
