Yes, the rated input for the G6ALU 20 watt PA is -13 dBm.

Penelope puts out 0.5 watts or +27 dBm, so you would have to loose
around 40 dB in the attenuator.

According to the design notes on G6ALU's web page, the output stage
is looking for +23 dBm drive, so actually you might just want to try the
G6ALU output stage -only- as Dick suggests, as a simple fast solution.

That still leaves you some overdrive capability, and the ability to insert
a small attenuator to stabilize the load Penelope sees as well as
stabilize the input impedance of the PA stage.

Recognize that the G6ALU amp is only designed to cover 1.8 to 30 MHz,
so it likely won't work well on 6 Meters.
