allows one to manually tweak the frequency correction.

Also in the level:
         - support for Excalibur
         - improved firmware loading -- code now checks to see if Ozy 
needs to have firmware loaded at every PowerSDR power on - this is 
for folks that power off Ozy but leave the PowerSDR program running.
