Dormant projects that should be classified as dormant and be moved to
a "Dormant Projects" section of the Wiki:

- Demeter - has gone dormant

- Epimetheus - no activity

- GIBRALTAR - has gone dormant

- PROTEUS - no activity

- SASQUATCH - has gone dormant

- THOR - has gone dormant

The following project proposals should be moved to a "Proposed
Project" section of the Wiki:

- Hermes - this needs a period of discussion on the list before being
listed as a HPSDR project

- OzyII - there is not even a project leader listed!!! What?  People
are proposing work for other people to do???
