[hpsdr] ATLAS and OZY

Hello all,

I am releasing the ATLAS and OZY designs under the TAPR NCL.

The TAPR NCL and OHL did not yet exist or were only being discussed
when ATLAS and OZY were being designed.  The licensing issue with
ATLAS and OZY was kind of in limbo before this.  Releasing both under
NCL should clear up questions about the ATLAS and OZY status.  I've
also asked that the links to the production and documentation files
for ATLAS and OZY be restored to the HPSDR website since the licensing
is now NCL.
