My Penelope card arrived this morning in this South Pacific Island,

I was a bit surprised by no overprint of the version number, etc.  Were
they manufactured identical to this excerpt from the wiki?:

"12th November 2008 = Removed non-commercial restriction from licensed
materials, available on hamsdr.
