[hpsdr] Penelope does not work without Mercury(-EU)

First time I installed the new firmware/software.
OzyFX2: 20090524
Ozy: 15
Mercury: 27
Penelope: 12

When I try to start wo. Mecury-EU I get the error message "wrong
firmware version..."
I can get Penny to work when I start with the switch
-no-firmware-version-check.
When I plug Mercury-EU into Atlas all works normal.
