[hpsdr] Penelope V1.2 - Power Output Indication in PowerSR

Hi Bill,

When "measuring" the output power of Penelope I find now with the actual
V1.2 firmware on Penelope and Ozy 15 an output indication in PowerSDR
which is different from that before on 160m.
It shows now about 190mW where I had before an indication of 530mW. Also
there is one LED less on indicating less power output. But I did not yet
measure the real output.
All PA settings are to 38dB.
The older version of my Penelope firmware is of April 09 and was
labelled V1.2 as well as far as I can remember.
What could be the reason for it?
