[hpsdr] Penelope V1.2 - Power Output Indication in PowerSR

Power indication here seems correct for me on Ozy=16, Pen=12, 
Merc=27, PowerSDR = SVN 3336.   Can you measure the actual power 
output?  Suspect the PA settings was not 38 db when previous 
measurement was done?
