[hpsdr] WinUSB status

Dear All,

I've successfully converted the core of Alberto's WinUSB C++ code to fully
managed C# code, to make it easier to use from KISS Console.  It compiles
and builds.  Testing has to wait until I switch drivers...

At this point, I'm consulting with Phil H and Bill T to see if what I have
is sufficient, and hope to do some testing later this week.  If anyone wants
a copy of this .cs file, drop me a line off-list and I'll be glad to send it
to you.  While I'm good at pulling from SVN, I'm not so good at pushing back
up, into my area.  Not much experience at that...

Once we get all the bugs sorted out, I'm sure that it will appear in Phil's
KISS Console branch.
