[hpsdr] SVN performance etc...

People who are considering SVN performance as the HPSDR repository may
want to consider experienced users opinions of SVN and the alternatives.

In this presentation:

performance, distribution, etc.  The presentation was done at Google and
one of the things he says is "I would NEVER use Google to host my code"

In http://svn.collab.net/repos/svn/trunk/www/subversion-linus.html the
Subversion developers agree with Linus saying their 'centralized version
control system' is not appropriate for 'decentralized development'.
