[hpsdr] LibUsbDotNet from SourceForge

This library does allow your C# source code to run a USB device with either WinUSB driver or the libusb-win32 driver without recompiling.  I tested in on my OR USB FX-2 board and it works fine.  I am running under Windows 7 and MS Visual Studio 2008.  The hardest part seems to be convincing Windows 7 to let me change drivers for the test.

 The next step will be to test it on my HPSDR Ozy/Mercury and then to see if I can convert KISS to this setup.
