[hpsdr] KISS and WINRAD under WinUSB and Windows 7

Finally it all comes together.  Now I can run either KISS or WinRad under Windows 7.

Thanks to Dr. von Hass DL3HVH for pointing out that the bits and pieces are ready to use.
Thanks to George K9TRV for doing the work in KISS and posting it for download
Thanks to Alberto I2PHD for his work on WinRad and the instructions for installing the drivers.

Now I can go ahead with my project.
