[hpsdr] protocol example

In GNURadio, we are implementing Vita 49 and using UDP/IP so we can get routing, switching and more.   This will be available in the USRP2.  So there will verilog implementing it and c++ for the host as well.

Flex has already implemented VITA 49 in the 32 rx. CDRX 3200 which they designed for me.   It also uses UDP/IP to transmit the digital IF's.  

It would lovely if we could all adopt a single standard.  

We could wind up with lots of interoperable software and if not, at least reusable software pieces.

Also, despite the claim that VRT "...provides interoperability for many 
SDR radio applications independent of physical link...", it seems to me 
to lack the ID field(s) that we would need if it is to be used over IP. 
We would need to wrap our own frame around it. Not really a problem I 
don't suppose.
