[hpsdr] Update on Multi Mercury Card Support

I never project release dates on this stuff... in general for 
PowerSDR things I'm some what in a holding pattern on doing new 
features until the Flex Radio folks release their VS 2008 based code 
.. which is supposed to be real soon now.

Also, other folks can work on this code .. my feeling would not be 
hurt if someone beat me to doing this work.
