[hpsdr] KISS Konsole and Win 7

I was able to compile KISS and HPSDR_USB_V1.1 under Win7 64-Bit using Visual
C# 10 Beta 2 last week (exchanged FFTW for 64-Bit) and found exactly the
same behavior. Compiling gives no error. Up to now I have no clue where the
function you mentioned fail!
