[hpsdr] repository move needed

The heavy traffic surprises me.  There don't seem to be nearly as many
active openhpsdr folks as there are Flex folks.  Granted, our utilization
patterns are probably different, but are they that different?

 

Is there any way to identify the source of the requests and find out what is
going on?  Perhaps someone is trying to disrupt (and they have been
successful).
