[hpsdr] Mercury sampling rate - revisited

Hi Chuck,

Based in some recent tests this should be possible. At the moment we 
are working on the 192k/2048 issues, wide band/tunable bandscope and 
multiple receivers. Unless we have another volunteer who wants to work 
on this then it will have to take its place in the development queue.
