[hpsdr] vista - one step further

OK - I found that Vista has .NET 2.0 built in 

but NOT 1.1  - Steve's advice was right on

(silly me, I thought they would have included the older stuff too)

however, the OZY-Host driver is not working, even though it shows up on the Device Manager and the USBIO program says  is installed OK.

usb_get_busses  fails ... any way to trouble shoot that?
