[hpsdr] vista: cup half full

I should have included in my posting a reminder (as other folks have mentioned) that, once you load the firmware, PowerSDR itself works great under Vista32, using whatever part of the driver is needed to pump voluminous data both ways thru the USB port. The audio part works fine. No need to touch PowerSDR, just the initialization routines.

The ones that crater are
load_firmwareV1.1.exe
upload_fpgav1.1.exe
Since these are kind of generic tasks, I would hope that someone has something quite similar to what we need already running somewhere.

For now, I guess I will have the two machines side by side with a KVM switch. HPSDR does not mind being switched betweeb two machines on-the-fly (although I do put the PowerSDR program in stop).
