[hpsdr] Freq Calibration - code posted to SVN

Bill, just tried freq cal using the new drop. I used WWV at 5 Mhz (40db above the noise floor).  It worked fine , in fact it corrected a +38 cycle freq error I was seeing at 3.820 Mhz.   Thanks and nice work.
