[hpsdr] New HPSDR Startup Problems

I'm getting a bit farther but now have hit a wall.  This is what I did.
1. From the Quick Startup Guide in the Wiki I installed the USBIO Driver and it seemed to work. 

2. I installed MS NET framework 3.5 SP1 and all seemed to go well 

3. I installed TortoiseSVN seemed to install correctly 

4.I created the C:\HPSDR\PennyMerge directory 

5.The Quick install seems to be wrong at this point (Navigate to HPSDR, click start and run) but I did right click on the HPSDR directory, SVN Checkout. 

6. Then changed the URL repository to the URL in the wiki. 

( svn://206.216.146.154/svn/repos_sdr_windows/PowerSDR/branches/kd5tfd/PennyMerge/bin/Release )

7. I copied the 'release' folder contents to: C:\Program Files\FlexRadio Systems\HPSDR\ 

8.Drag and release a shortcut for PowerSDR to my desktop. 

9.Installed Mercury to J5, and Ozy on J2 on the backplane 

10.Connected Ozy to my USB 2.0 port 

11.Powered Up. I could hear a typical 'connect' sound from Vista but no 'New Device'. I opened the Device Manager and found an unnamed USB device that I assumed was Ozy. I installed the USBIO driver that came with FlexRadio. 

12. The updated drive shows 'OZY Host Assisted Firmware Load' correctly 

13. Double clicked on the shortcut for PowerSDR but got a series of missing files. I went into the Program Files/FLexRadio Systems/HPSDR and clicked directly on the PowerSDR.exe which started correctly. 

14.The Wizard came up and I selected the HPSDR and (next screen) checked Mercury then Finish. The PowerSDR screen came up. 

15. I selected General|HPSDR and set the Mercury radio button 

16. The 122.88 MHz Clock Source is set to Mercury. 

17. Hit Apply 

18. Selected the Audio tab and checked that 192000 is the sample rate then Apply (for good luck) 

19. Clicked Start 

At this point I get: 

"Invalid Firmware Level. Ozy >=13, Penelope >=12 and Mercury >=27 required'

There were a couple of glitches (step 5 and step 13) but these seemed minor. The question now is "What next"

I hope someone can help me move this along.
