[hpsdr] Ozy Board

Ozy is required.  It is the USB interface between the PC and the rest of
the system.

Currently building an Ozy from the PCB available on the TAPR is the only 
option.

A couple of people have indicated the will build Ozys, but no announcement 
of them being available for order has been made yet.  

There has also been discussion about an OZY replacement using Gigabit 
eithernet instead of USB.  Again no announcement of availablility.
