[hpsdr] punched metal backplate for Pandora

In the mean time here's some information extracted from those drawings.

0.790 wide
5.107 long

The 0.125 wide notch is centered on each end and is 0.198 deep.  Radius
of end of notch is 0.0625

Radius of the corners isn't specified on this drawing sheet, but appears
to be also about 0.0625.

Holes the blanks are screwed to are on 1.000 centers (which matched the 
spacing between the Atlas connectors).

They sure don't do mechanical drawings the way I was taught 50+ years ago!
