[hpsdr] punched metal backplate for Pandora

Sorry, I blew that one.   It's supposed to be 0.800" 

You may find that fractions are used in carpentry, but 
sheetmetal/mechanical work is in decimals.  (I don't have a good ruler 
with anything but fractions on it either, unless I use the metric side).
