I think I should reply here as I'm involved with an SDR that uses TCP/IP as its transport (uWSDR) and uses a real CPU to do the hard work.

This talk of Linux is the answer, now what is the question, misses the point. This is almost as bad as people who say the same about Windows, Linux is good, but is NOT the answer to everything.

Linux even with real-time extensions is still only soft real-time, whereas what you need is something even more performant, small, simple and fast, preferably with guaranteed performance. To this end, with our project, along with using an ARM7 core from ATMEL, we used FreeRTOS <http://www.freertos.org> which fits the bill nicely when combined with the free TCP/IP package.

A further comment, you should also be aware that by going with something using a standard language like C, you have a better chance of getting more people involved with designing and building the software whereas FPGAs count as deep magic to most people, even amongst experienced developers.
