[hpsdr] R: Netbooks and OZY version 13 vs. 14

The Ozy code is loaded by PowerSDR so it's also distributed with 
PowerSDR.  You can get the version 13 Ozy code by pulling revision 3114 of
svn://206.216.146.154/svn/repos_sdr_windows/PowerSDR/branches/kd5tfd/PennyMerge/bin/Release/Ozy_Janus.rbf
