[hpsdr] wiki - 'signing' your entries on a wiki page

When replying to a request or comment on a wiki page it helps to 'sign'
and time/date the entry.  This is done simply by putting ~~~~ behind
your entry; when you save it the system will convert that to a signature
and date (in UTC so it makes sense to everybody).

Indenting also makes it more readable.

The signature part is based on what you set in your preferences.
