[hpsdr] Saga of not working

Thanks for your message.

I started with a PC power supply and the Mercury worked well - about two
months ago. More recently I've powered it with the LPU - fed either from
a 30A 12vdc (nominal, really about 13.8) supply or a SLA battery.  The
voltages look rock solid.
