[hpsdr] HPSDR:LPF in on all frequencies.

Hello.

I have noticed that the LP filters are not switched in when outside the  
HAM bands. I wonder if it is possible to modify  PowerSDR to keep the  
right filter active even when outside the bands for RX use? I am using  
Penny to select LP filters.
