[hpsdr] New code

After a little experimenting today, I have found that with Ozy and Mercury in adjacent slots, 192kbit/s works from cold. Any other separation will only work after a warm up period of 1/2hr plus.
This looks like either a critical timing issue, using wrong phase of clock or noise on the backplane.
