[hpsdr] New code posted

Bill-

When you get a moment could you please fill in the group on what was determined to 
be the root cause of the various issues (slot dependence, chattering relays, sporadic 
audio, etc.) reported by numerous users? I'm curious to know what was going on.


Thanks to all involved in for so quickly identifying and fixing the problem.

Big new feature in here is v 1.4 of  Ozy_Janus.rbf that fixes the 
glitches some were seeing with v1.3.  This release is believed to 
work well on both C8 and C7 speed grade Ozy FPGAs.    Thanks to Kirk 
for this update.

I've also tweaked a few PowerSDR things:
         Alex ant control reset to all zero when Alex ant control is 
deselected
         Penny RX control bits are 'rounded off' to the nearest ham 
band when tuned outside a ham band
