[hpsdr] JTAG Mercury programming problem

If I remember correctly, some time back, there was mention that an incorrect
resistor value on production Mercury may keep some Blaster clones from
programming. I don't believe it affected Altera Blasters, but only the
clones. Perhaps, someone else on the list can confirm this vague memory. A
search of the archives for "Blaster/resistor/mercury" may also be
beneficial.
